08.06.26 1300-1400A New Dawn for Deprivation of LibertyWeightmansThe Supreme Court has overturned the 2014 decision (Cheshire West) which had led to hundreds of thousands of people being considered to be deprived of their liberty, many of them unlawfully. A new, much narrower, but more complex, definition of deprivation of liberty is given instead.
In an application by the Attorney General of Northern Ireland (so called the “AGNI” case), the unanimous decision of the Supreme Court was handed down on 2 June 2026. The reasoning will have huge implications across health and social care, and though the intention is clearly to reduce the number of people considered to be deprived of their liberty (especially in their own homes and in hospital for medical treatment, and – in any setting – where they are “happy”), the loss of the now familiar acid test in Cheshire West is likely to create uncertainty and more litigation for some time. For many of you working in safeguarding adults practice Michael will need no introduction, but just in case you are not familiar with him Michael is Professor Emeritus of Social Work at the University of Bedford. This short introduction does not do justice to the extensive involvement that he has had in the development of safeguarding practice, chairing Safeguarding Adults Boards, and undertaking Safeguarding Adults Reviews. He was co-author of the 1st and 2nd National Analysis of SARs and has worked in collaboration with the Local Government Association to produce briefings and guidance for the sector. Don’t miss this opportunity to share in the learning being made available.
In this open session Michael will be sharing the learning from a report published by West Sussex Safeguarding Adults Board entitled Response to Provider Learning Review (May 2025)
This review explores the system response and learning following an investigation into reports of organisational abuse and neglect across a large provider of residential and nursing care in West Sussex, during 2016 to 2019. The provider is no longer in operation and the report explores the changes that have occurred as a result of this learning and identifies priorities for further change locally, regionally and nationally for preventing and responding to organisational abuse.
Recommendations from the review are of both Local and National significance
This Open Session will be facilitated by the Kent and Medway Safeguarding Adults Board and is open to all and free of charge. The sessions will focus on providing a space where attendees can engage with the Kent and Medway Safeguarding Adults Board to discuss topical issues as part of their professional or personal development.

Understanding Incel Ideologies and the ManosphereSafer EssexThe "manosphere" is an umbrella term referring to a set of interconnected misogynistic online communities. It encompasses multiple types and degrees of misogyny – from broader male supremacist discourse to men’s rights activism and "incels". Incels (short for involuntary celibates) forge a sense of identity around a perceived inability to form sexual or romantic relationships, blaming themselves, society at large and specifically women for these perceived failures, and therefore feel a bitterness towards women and themselves. There is a high risk of self-harm for those involved in Incel subcultures, and there have also been incidents of mass-casualty violence committed by self-proclaimed Incels. It is important that we understand this ideology, and the narratives and terminology used, in order to protect and support those we work with.
Who can take the training? This training is open to professionals working within the public and voluntary sectors in Essex.
Please note that these sessions are aimed at improving your understanding of Incel ideologies and will not provide guidance on addressing the topic directly with young people, however links to additional resources will be provided.
A separate session for schools is available, booking is via Education Essex Training Hub.i
What will the training cover?
• The Manosphere – What is meant by the ‘manosphere’ and some of the different groups and influencers within it.
• Incels – What is meant by the term Incel, the narratives and ideology surrounding it, how the sub cultures operate, links to other extremist groups and some case studies.
• Incel Symbols & Terminology– The language, terms and symbols used by Incels and what they mean.
Please note that this session will include content of an extremist and sexually explicit nature, including visuals.

As digital technology becomes embedded in everyday life, it is also being used by perpetrators as a tool for coercion, control, surveillance, and financial exploitation. Older adults may be particularly vulnerable due to lower digital confidence, increased reliance on others for support, and barriers to recognising or reporting abuse. When responding to concerns about child sexual abuse, professionals from across all agencies collect a lot of information about the children and families they work with, the nature of their abuse, and those who may have abused them. Sharing it can be vital in supporting multi-agency responses to child sexual abuse.
There is often confusion about what information can and cannot be shared, both within and between different agencies or organisations. As a result, important information is often not shared in a useful, accessible or timely way. But with guidance, professionals can share this information effectively to support early identification, protect children from abuse, and support children in their recovery and wellbeing.
To help, the CSA Centre has published the new Sharing information to tackle child sexual abuse guide – an online resource explaining who holds what information, and how to make sure the right information is shared in a timely and proportionate way to help effectively respond to child sexual abuse.

16.06.26 1400-1600Preventing & disrupting exploitation in the NightTime EconomyThe Childrens SocietyWe all work hard to keep the children and young people we support safe in our care, but how much do we really consider the broader places and spaces in which they might be spending time? This session, covering the ‘Night Time Economy’ will enable professionals to consider some of the key locations where exploitation takes place and how we can engage with businesses in these to better prevent and disrupt exploitation. Within the session we will focus in particular on exploitation risks within fast food outlets, taxis and private hire vehicles and hotels and accommodation sites, as well as touching on other spaces where young people may spend their time, such as in retail outlets. We will update attendees around current national efforts to address these issues, such as Operation Makesafe and will explore how our #LookCloser campaign itself can play a role.

17.06.26 1000-1130Talking to childrenCentre of expertise on child sexual abuseThis workshop is part five of six online sessions to support safeguarding partners to reflect, plan and lead the implementation the recommendations for Safeguarding Partners in England set out in the 2024 National review into child sexual abuse within the family environment.
The workshop is focused on Recommendation five, for safeguarding partners to take necessary steps to ensure that professionals understand and are confident in talking directly to children, and families, about concerns of sexual abuse.
This workshop will discuss the findings from the report that led to this recommendation specifically how professionals, including foster carers, should be able and confident to speak directly to children and their families about sexual abuse. We will focus on how safeguarding partners can support their workforce to have the knowledge andbe able to do this. With a focus on how to give professionals the knowledge and confidence to act, using the CSA Centre’s Communicating with Children Guide. In this session we will explain what may be going on for children when they are being sexually abused, what prevents them from talking about their abuse, and what professionals can do to help children speak about what is happening.
The session will have include how to account of ethnicity, language and disability and how to ensure sensitive and effective plans are in place for children at the end of any police investigation.

Invitation for leaders to join UK-wide community of practice to share experiences and learn about research on Transitional Safeguarding for young people in transition to adulthood.
Transitional Safeguarding is an approach to safeguarding young people and young adults more flexibly and fluidly across transition to adulthood by changing local systems through the collaboration of diverse groups of people, networks and organisations at local levels. Research in Practice has led on Transitional Safeguarding across the UK since 2018, alongside key partners such as the University of East Anglia, Partners in Care and Health, ADCS, ADASS and many others. This work has generated a wealth of learning and insights.
We are now inviting key change makers across local areas and sectors to join us as for a UK-wide online community of practice on Transitional Safeguarding. We will meet initially over 3 sessions (see below) to share experiences and learning on Transitional Safeguarding. 02.07.26 1230-1330Spotting the signs and indicators of child sexual abuseThe Centre of expertise on child sexual abuseResearch indicates that just one in three children who had been sexually abused by an adult told anyone at the time. Understandably, children often find it very difficult to tell us about the sexual harm they are experiencing.
There are many barriers to children sharing their experiences of sexual abuse. We know from research and data that it simply isn’t likely that a child will feel able to tell professionals directly what is happening or recognise that what is happening to them is abuse. Instead, they may show other emotional, behavioural and physical signs of their abuse.
The CSA Centre’s free Signs and Indicators Template helps professionals build a picture of their concerns when they are worried that a child or young person they are working with is being, or has been, sexually abused.
This one-hour session will introduce professionals to the Signs and Indicators Template and give an opportunity to use it in practice. It aims to give professionals working with children the knowledge and confidence to act when they are concerned about a child. Both the template and this webinar have been designed to support professionals across a range of organisations and agencies to systematically observe, record and communicate their concerns about the signs which may indicate child sexual abuse.

It is vital that professionals feel equipped to help children and families understand this behaviour, and have the confidence to address this behaviour both effectively and constructively.
This free one-hour webinar aims to help give professionals the knowledge and confidence to act, using the CSA Centre’s Safety Planning in Education Guide. In this session we will explain what may be going on for children when they display harmful sexual behaviour, and what professionals can do to help children speak about what is happening.

By using creative approaches and making the most of the available legislation, we can ensure perpetrators receive appropriate sentences for their crimes while helping prevent them from targeting children and young people in the future.

If you work with children and young adults (0-25 years) who are experiencing or at risk of exploitation and abuse, then you have a crucial role to play in disrupting their exploitation and stopping the perpetrators who are ultimately responsible. The workshop is focused on Recommendation six, for safeguarding partnerships ensure that there are local pathways for referring children for appropriate forensic medical and other health assessments and that professionals understand what these pathways are. It will also discuss why it is important for health representatives with expertise assessments where recent or non-recent child sexual abuse is suspected to join strategy decisions.

What is victim blaming language? Victim blaming language refers to any language that implies, intentionally or unintentionally, that a victim is responsible for the abuse they have experienced. As language evolves, phrases that were once commonly accepted may no longer be appropriate. Therefore, it is crucial to maintain an open and reflective attitude to make sure that our language evolves in a way that supports and respects all individuals.
Why is this important? Victim blaming language exacerbates the trauma experienced by survivors of abuse and hinders their access to justice and support. Serious case reviews highlight the profound negative effect of victim blaming language on victims themselves and on professional and public perceptions of victims, often leaving them in unsafe and abusive circumstances.
What will I learn? This session will discuss key themes within ‘child exploitation and abuse: an appropriate language guide’ co-developed by The Children’s Society and NAPAC to explore the critical importance of avoiding victim blaming language in all forms of communications and ensure that the language we use as professionals supports, rather than harms, victims of child exploitation.

CYBER SECURITY - Cyber Security Training for StaffDigital Care HubTraining offers and resources.
Make sure staff are trained to know the benefits of operating digitally but are also aware of cyber security threats and how to deal with them. Due to the rapid development and changes in digital technology it is a good idea to add cyber security to your annual training plans.
As part of the Better Security, Better Care programme, we have developed the free, open access Data Security and Protection eLearning Course. This covers how to keep paper and digital information safe, and it enables care providers to comply with Data Security and Protection Toolkit training requirements.
The National Cyber Security Centre has produced an e-learning training package. It is free and takes less than 30 minutes to complete. The Stay Safe Online: Top Tips for Staff training is primarily aimed at small and mediums sizes organisations, charities and the voluntary sector, but can be applied to any organisation, regardless of size or sector. You can either direct your staff to the NCSC website or if you have your own online learning portal you can easily integrate it into it.
Each police force will also have a Cyber Protect team. They provide advice, presentations and planning exercises with businesses and charities to raise awareness of cyber threats and help organisations protect themselves.
Regional Cyber Resilience Centres, which are funded by the Home Office, also offer staff training on a group and one off basis. This is a low-cost service. Their other support, including guidance and webinars, is free of charge.
Other external support currently available includes the NHSDigital / England’s Immersive Labs platform, a premium online cyber security learning platform, is available for all technical and cyber orientated colleagues in social care.
Here at Digital Social Care, we provide guidance on data and cyber security training materials and their suitability for care providers, which includes suggestions for ways to increase data and cyber security awareness amongst staff and for subject areas that training should cover. We also have staff guidance documents for data security and protection which covers an introduction to data sharing, guidance on responding to subject access requests and how to respond to data breaches.
We also host the Better Security, Better Care programme which offers free support to care providers to enable them to complete the Data Security and Protection Toolkit (DSPT). Care providers can check their cyber security arrangements by using the DSPT. Central and local government bodies, local authority and NHS commissioners, the Care Quality Commission and the National Data Guardian recognise it as the official tool to evaluate your compliance with legal requirements, Data Security Standards and good practice.

CYBER SECURITY training for school staff National Cyber Security CentreA cyber security training package for school staff to help improve their school's cyber resilience. The NCSC has produced free cyber security training to raise awareness and help school staff manage some of the key cyber threats facing schools.
The training is available in two formats:
a) a scripted presentation pack for group delivery can be found below in the 'Downloads' section of this webpage. The presentation pack can be used by schools and the education sector to help teach school staff at physical or virtual group sessions - like INSET days or staff meetings.
b) a self-learn video for staff to complete by themselves is also available on YouTube. The self-learn video includes the same content as the presentation pack, but can be undertaken by a member of staff by themselves at a convenient time.

LITERACY - Empower: a critical media literacy programme National Literary TrustEmpower is our new programme designed for girls aged 11 to 14 in alternative provision. The programme will develop the skills, knowledge and resilience that students need to build their critical literacy skills, engage with and understand online media, recognise misinformation and disinformation, and articulate their world views safely in the online environment. According to the Office for National Statistics, online environments are an integral part of the lives of many young people. Surveys indicate that almost half of 10 to 15-year-olds in England and Wales spend three or more hours online on a typical school day (ONS, 2021). During that time, young people encounter not only information but disinformation. Continuing our existing work in alternative provision settings, Game Changers and Represent, this new programme offers mainstream secondary schools and alternative provision settings the chance to support the critical media literacy skills of girls and young women who have been excluded from, or who are at risk of being excluded from, mainstream education.

Non-fatal strangulation (NFS) training for professionalsSafeLivesWe have developed non-fatal strangulation (NFS) training for professionals, while working with the Institute for Addressing Strangulation, for a range of professionals who encounter victims and survivors of non-fatal strangulation.
Course overview
Non-fatal strangulation (NFS) is used by perpetrators of domestic abuse to control and intimidate their victim. It is an insidious and lethal form of physical violence which recently became a standalone criminal offence in the Domestic Abuse Act 2021. Despite the strong link between NFS and domestic homicide, it can be difficult to evidence due to a lack of visible injury.
It is vital that professionals understand NFS and the risks it poses.
We’re thrilled to have worked with the Institute for Addressing Strangulation to develop and deliver training for a range of professionals who encounter victims and survivors of NFS. Professionals interacting with victims and survivors must make an accurate and timely risk assessment, so they can get them the right support as quickly as possible.

Professionals must pass an assessment on the day prior to using the tool in practice. Professionals working outside of Southend will not be accepted on the training.

CYBER SECURITY - Cyber Security Training for StaffDigital Care HubTraining offers and resources.
Make sure staff are trained to know the benefits of operating digitally but are also aware of cyber security threats and how to deal with them. Due to the rapid development and changes in digital technology it is a good idea to add cyber security to your annual training plans.
As part of the Better Security, Better Care programme, we have developed the free, open access Data Security and Protection eLearning Course. This covers how to keep paper and digital information safe, and it enables care providers to comply with Data Security and Protection Toolkit training requirements.
The National Cyber Security Centre has produced an e-learning training package. It is free and takes less than 30 minutes to complete. The Stay Safe Online: Top Tips for Staff training is primarily aimed at small and mediums sizes organisations, charities and the voluntary sector, but can be applied to any organisation, regardless of size or sector. You can either direct your staff to the NCSC website or if you have your own online learning portal you can easily integrate it into it.
Each police force will also have a Cyber Protect team. They provide advice, presentations and planning exercises with businesses and charities to raise awareness of cyber threats and help organisations protect themselves.
Regional Cyber Resilience Centres, which are funded by the Home Office, also offer staff training on a group and one off basis. This is a low-cost service. Their other support, including guidance and webinars, is free of charge.
Other external support currently available includes the NHSDigital / England’s Immersive Labs platform, a premium online cyber security learning platform, is available for all technical and cyber orientated colleagues in social care.
Here at Digital Social Care, we provide guidance on data and cyber security training materials and their suitability for care providers, which includes suggestions for ways to increase data and cyber security awareness amongst staff and for subject areas that training should cover. We also have staff guidance documents for data security and protection which covers an introduction to data sharing, guidance on responding to subject access requests and how to respond to data breaches.
We also host the Better Security, Better Care programme which offers free support to care providers to enable them to complete the Data Security and Protection Toolkit (DSPT). Care providers can check their cyber security arrangements by using the DSPT. Central and local government bodies, local authority and NHS commissioners, the Care Quality Commission and the National Data Guardian recognise it as the official tool to evaluate your compliance with legal requirements, Data Security Standards and good practice.

CYBER SECURITY training for school staff National Cyber Security CentreA cyber security training package for school staff to help improve their school's cyber resilience. The NCSC has produced free cyber security training to raise awareness and help school staff manage some of the key cyber threats facing schools.
The training is available in two formats:
a) a scripted presentation pack for group delivery can be found below in the 'Downloads' section of this webpage. The presentation pack can be used by schools and the education sector to help teach school staff at physical or virtual group sessions - like INSET days or staff meetings.
b) a self-learn video for staff to complete by themselves is also available on YouTube. The self-learn video includes the same content as the presentation pack, but can be undertaken by a member of staff by themselves at a convenient time.

LITERACY - Empower: a critical media literacy programme National Literary TrustEmpower is our new programme designed for girls aged 11 to 14 in alternative provision. The programme will develop the skills, knowledge and resilience that students need to build their critical literacy skills, engage with and understand online media, recognise misinformation and disinformation, and articulate their world views safely in the online environment. According to the Office for National Statistics, online environments are an integral part of the lives of many young people. Surveys indicate that almost half of 10 to 15-year-olds in England and Wales spend three or more hours online on a typical school day (ONS, 2021). During that time, young people encounter not only information but disinformation. Continuing our existing work in alternative provision settings, Game Changers and Represent, this new programme offers mainstream secondary schools and alternative provision settings the chance to support the critical media literacy skills of girls and young women who have been excluded from, or who are at risk of being excluded from, mainstream education.

We want all young people to grow up understanding healthy behaviours in relationships and to get help from a trusted adult if they need it.
These elearning courses are part of our Talk Relationships service that supports people working in secondary education to overcome any challenges they may face when delivering sex and relationships education.
There are two courses:

Supporting teaching staff delivering sex and relationships training and helping to develop their confidence in this area.
